If you read the book "GERMS" - when we had a serious pact with the soviets to ban all offensive bioweapon research.... once both parties signed, it was found out after the soviet union collapsed that the russians immediately went underground and boosted their spending on offensive bioweapons. It gave them a huge advantage. The communist corrupt chinese gov will do exactly the same thing.
