But he declined to guess how long it will take to work out a deal in the legislature. Possibly delaying action is that Greenspan and Sen. John Eklund, a Chardon Republican, have dug in to make case for their differing views on which state commission should regulate sports wagering. Greenspan said he hasn’t discussed the issue with Eklund in weeks. The Senate plan introduced by Eklund and Warren-area Democrat Sean O’Brien would put control in the hands of the Ohio Casino Control Commission because, Eklund said, of the casino commission’s expertise in regulating the gambling industry. Greenspan said he believed the lottery was the legal way for Ohio to expand into sports gambling, treating wagering on sports as a game of chance. Entering sports wagering would be the latest expansion for the Ohio Lottery, which began selling lottery tickets in 1974, added Keno gambling for taverns and other outlets in 2008, and began regulating slots-only racinos in 2012. But, in a difference from Ohio’s casinos, there are no slots games of skill at the racinos, right down to a ban on poker and blackjack machines at the racinos. “We cannot offer games of skill,” lottery spokeswoman Danielle Frizzi-Babb told cleveland.com earlier this month. “That’s why there aren’t poker machines and games of skill at the racinos.”....... Well, ain't that a fine how'd you do? Of course, that begs the question: wasn't all this gambling: lottery, casinos etc. supposed to be a panacea for our tax woes in this state? Supposedly this is the answer: Where Lottery Money Goes: The Answer Posted on June 15, 2011 by maryk1 If you or someone you know were wondering, where the money goes from the sale of Ohio Lottery games, here is some information that might be helpful: During Fiscal Year 2010, the Lottery generated $2.49 billion in sales. A breakdown of where that money went: Prizes: 61 percent ($1.51 billion) Profits: 29 percent ($728.6 million) Retailer commission & bonuses: 6 percent ($153.4 million) Operations: 4 percent ($109.4 million) By law, 100 percent of profits from the sale of Ohio Lottery games go to the Lottery Profits Education Fund in support of schools, K through 12. The Ohio Department of Education, based upon appropriations made by the General Assembly, distributes this money. The Ohio Lottery provides about 4 percent of the funding needed for school operations statewide. The majority of public school funding is generated by federal, state and local taxes. My personal feeling is that the lottery commission likely is goosing that 61% going to prizes. Maybe it does, but it sure does not seem like it. But where that income comes from impacts local governments because they receive roughly half of the casino tax proceeds, while the taxes racinos pay go directly to schools. So it seems that lottery and racino tax revenues go to schools....where the casino revenue apparently is not specifically designated to go to schools. My personal opinion is that they should be run by the casinos.....most of which are run by national gaming companies with experience in Las Vegas running sports books. I've always believed in that old adage when you have issues or problems whether it's in business, politics or whatever follow the money! It often will lead you to the root cause(s) of what you are dealing with. .....edit add, but how to actually solve it is the tricky part. But if you don't live close by you can still place bets on line so I am not sure if this would even make a difference for the lotto commission but never know, Mite help the first few weeks of the season but it is a pain in the ass to park, walk to the casino then walk back to the parlor where you place the bets then walk back? they want you to walk past a slot and shovel money in to them. Meanwhile the largest casino in the world is located on the Ok. side of the Red River on the Chickasaw res. just about an hour north of Dallas/Ft. Worth. Now that's what they call behind the times. Lost Wages Nevada has to be taking a big hit on all of this action across the nation. NJ was the first State up and running on this sports betting potential Bonanza with all of the smart states in full gear to join them. I was in Vegas and made a two game baseball parlay bet and had won the 1st already and had a 9 run lead early in the second game. So I went out and had an excellent dinner with what would be about half of what I was going to collect when the second game finished. I came back 3 hours later to collect my winnings and those bastards had f'n lost the damn game and all my money. So instead of being up half of it, I was down the original bet and half my theoretical "winnings". Just give me an idiot hat to wear.
