The Chicago prosecutors office led by Kimberly Foxx and her staff were intent on circling the wagons around Smolette from the beginning. Foxx was accused by the Chicago police union of interfering with the investigation. Foxx recused herself from the case, but it didn't matter. Her staff knew what to do.
