Hoyer was pretty close to death after Cushing's hit last week and Manziel has a pretty good track record for sacrificing himself in college. Let's say they put Manziel out there in week 1 and he performs at the level of the other rookies (Bortles, Bridgewater, Carr ect), the media would have ripped him apart, because hating Manziel sells. Even if he performed at Hoyer's level right now, and especially today, you would never hear the end of it. They want to have him 100% ready to go when they do plan on putting him in.
