Draft needs of various teams

Here, from NFL.com are some of the draft needs of various teams:

1. Cleveland Browns 
Record: 0-16 (.520) 
Top needs: QB, RB, CB 
The skinny: The Browns have five draft picks inside the first two rounds so they will be looking for premium athletes at spots like RB and CB. Finding a QB is on the agenda, but when will they pull the trigger?

2. New York Giants 
Record: 3-13 (.531) 
Top needs: OT, QB, RB 
The skinny: While many weren't happy with the Eli Manning benching, it doesn't change the fact that the team needs to find Manning's eventual successor. Finding a quality RB shouldn't be hard in the 2018 draft if the Giants make it an early priority. Speaking of priorities ... OL anyone?

3. Indianapolis Colts 
Record: 4-12 (.480) 
Top needs: ILB, OL, Edge 
The skinny: The Colts simply don't have the talent they need at inside linebacker. The offensive line could use a talent upgrade, as well. Chris Ballard won't stop looking for a terror off the edge.

4. Cleveland Browns (via Texans) 
Texans record: 4-12 (.516) 
Browns top needs: QB, RB, CB 
The skinny: This is the pick Cleveland acquired when the Texans traded up to land Deshaun Watsonin this year's draft. Finding a quality cornerback and running back should be an early priority for theBrowns next year, and QB still has to be a consideration.

Points:

Per this....it seems to say that both the Browns and the Giants are after the same things:    A QB....and an RB.  But it has the Giants being badly in need of OL...where the Browns need a CB.   It also says that the Browns and the Colts are NOT apparently in the market for the same commodities as the Browns and Giants....except for OL with the Giants.

So....how could things play out? 

EVERYBODY has Barkley as the best RB out there.   There are also 2-3 QBs out there that people seem to think can/should go in like the Top 5 of this draft. 

So...What should the Browns do?    

IF they are really hot to trot after a RB....and do NOT think that any of the 2-3 QBs stands out above the others.....could they just take Barkley at #1...to assure that they get him.letting the Giants take whatever QB they want at 2...but missing on Barkley.  Then they can take whomever is left at #4?

That would be a smart scenario....IF their evaluations on the QBs is as I have said.   But...the arse kicker could be that if they have Rosen/Darnold neck and neck and would be happy with either....they could not assure that the Colts would not trade down to another team that wants/needs a QB.

Which would include both of these teams:

5. Denver Broncos 
Record: 5-11 (.492) 
Top needs: OG, QB, OT 
The skinny: It might be time for Denver to find a new left guard and I'm not sure that the right tackle position is where it needs to be even when all parties involved are healthy. It looks like Denver is ready to start looking again for a QB of the future.

6. New York Jets 
Record: 5-11 (.520) 
Top needs: QB, RB, OT 
The skinny: Upgrading the offense has to be the priority for the Jets. They need a QB, RB and WR. They also need to improve their offensive line, most notably at tackle.

Next question:  Is the Browns need for a RB such that they would/could jeopardize a shot at their top QB in order to take Barkley?   Crowell and Johnson may have much more in them...if used properly by the Browns new OC...so RB may not be that big of a priority.  Then their move to be get the QB....let NYG have Barkley if they want him...or perhaps hope he falls to #4 with the Giants taking a QB? 

Of course...the Jets could also want to make a move up for Barkley if he is still there at #3.

What tactic should the Browns  take?
