When if ever will Houston recover from flooding?

And what most people do not know that is being under-reported is all those small communities along the Colorado, Brazos, Trinity, Neches and now Sabine as Harvey remakes landfall over E Texas and W La. I can tell from having experienced just a 12 inch rain in Beaumont as a kid that these rivers are going to put a lot of small communities under water. Add to that the wind damaged ones from the first landfall and this makes Katrina look like a blip. All that water has yet to hit the record high levels on those rivers, but it's coming.

I just saw a piece about a small community (Plum Grove) NNE of Houston along the E. Branch of the San Jacinto River. About 500 people there needed rescue and local boat owners had organized themselves to evacuate them from their homes. You can bet this scene is being repeated all over SE Texas where all these rivers are flooding people out.
