We won't truly know the cost of legalization until it's done but we do know what the "war on drugs" has cost us as well as the incarceration costs. While we are at it, let's legalize prostitution as well. Again it doesn't get the positive publicity of marijuana but isn't everyone a bit a happier after getting laid. Ahhhhh but think of the loss of revenue not just from the weed dealers but finds to the municipality, funding for the police, judges, "treatment centers", defense attorneys etc etc...
