Tampa has over $60M under the cap...so they HAVE to go out and sign players or they will not meet the minimum. As for Houston...I think they were like $40 under as well. How well did that work out for us? Stocking your team with FA is not the way to build a successful franchise. It's the draft stupid. I like that point.
