Of course that's not what they're talking about here.
They're talking about keeping protests out of the view of the president.
Far enough away, assumably, to make him safe from them even though it would certainly serve to insulate him.
The old people you feel are being scared arent usually the ones involved in protest.
If anyone wants to be scared I suppose it would be whoever thanks their stupid protests are changing peoples minds.
