The Arms Trade Treaty

The landmark Arms Trade Treaty (ATT), regulating the international trade in conventional arms – from small arms to battle tanks, combat aircraft and warships – entered into force on 24 December 2014.

 

Dec, 2014??? Slow news day? Ah... the 2nd Conference convened this week in Geneva.

 

Obviously "small arms" is an area of great, if not greatest, interest here, so that where I dug. First stop was:

 

The Arms Trade

The United Nations, in its work to assist people all over the world, is confronted every day with the negative impact of lax controls on the arms trade. In all parts of the world, the ready availability of weapons and ammunition has led to human suffering, political repression, crime and terror among civilian populations. Irresponsible arms transfers can destabilize security in a region, enable the violation of Security Council arms embargoes and contribute to human rights abuses. Importantly, investment is discouraged and development disrupted in countries experiencing conflict and high levels of violence, which also affect their ability to attain the Sustainable Development Goals.

 

So what are the "controls" being proposed for small arms. General language will be scary to the 2nd Amendment crowd, but I think the particulars should not be.

 

First and foremost thing I see is the universal requirement for serial numbers to be on all small arms. There is almost complete focus on this one aspect. I'd be shocked if this were not already a requirement for all US production.

 

Another section calls for which "encourages national authorities responsible for conventional ammunition stockpile management to achieve and demonstrate effective levels of safety and security." I read this as please take measures to prevent munitions from being stolen and trafficked internationally.

 

Not seeing the basis of the Canadian cost rise fears, a claim the Ammoland article ascerted, but did not support. Unless Canadians are into black market buying... or have to abandon their practice of storing crates of bullets on street corners.

 

As for the future regs the UN might impose on Canada... spooky, but untrue. Oddly Canada is not even a signatory to the treaty, let alone a ratifier of it.

Do we really believe a record keeping system instituted for a decade or more will then simply be done away without being spread from treaty signatory to treaty signatory and beyond?
