WSS three would be better than two, but four would be better still. I mean, there's a functional limit on how many relevant parties you can have - a hundred parties with different policies and one percent of the vote each is kinda pointless. But as I said, the system of a president who can circumvent the will of the democratically elected legislatures is not one that lends itself to compromise and collaboration.
