Alex Smith signed a 48 million dollar contract a couple of weeks ago. If Hoyer plays as well as Smith did last year (which is very possible), would you give him that type of contract or would you roll with Johnny as a redshirt rookie ? Though, In his 5 games (yes 5) with the browns, hoyer has a QBR of 84, to Smith's 89 last year. Maybe he's not that far off. Agree with Walt (I feel dirty), wait until the end of the year. I think Smith has better tools (arm strength, wheels etc.), but Hoyer the better head for the game and presence on the field... better sense of the moment.
