It is because the harassment by the Iranian ships was putting our ships in danger that they would have been justified in firing a warning shot and then if it didn't stop to sink the boats. If the Iranians want to beat their chests and make threatening gestures in international waters that is one thing. If that is putting our ships in harms way and is unsafe and dangerous and they don't stop after a warning shot then I imagine the little Iranian boats probably blow up real good.
