I'd say the freedom to travel is, but the mode of travel is not. Possible exception would be fast travel required for livelihood. Same as gun ownership where the protection does not extend to any and all guns. If someone is such a risk that you don't want them to fly or buy a gun, go do something about it. Dont just put them on a list and forget about it Sure... although not applicable is this case since investigations found nothing actionable at the time.
